Tax free shopping in Japan has been pretty easy to understand from the shopper’s side. Find a participating store, show the required documents, complete the store’s procedure, and eligible purchases are sold without the consumption tax.
That changes for purchases made from November 1, 2026. The tax does not disappear at the register anymore. You pay first, prove at departure that the goods are actually leaving Japan, and then receive the amount equivalent to the consumption tax as a refund. 1
So, what actually changes?
The easiest way to think about it is this: the tax free benefit moves from the moment you buy to after the departure check.
Eligible shoppers at participating tax free stores can buy qualifying goods at the tax exclusive price after completing the required procedure.
The refund comes after customs confirms that the qualifying goods are being taken out of Japan.
This means the number on the shop receipt matters differently. Do not assume the “tax free” sign means the tax will vanish at the register after November 1.
The new flow, without the government language.
The official system has a few moving parts, but the traveler side is fairly simple. 2
Buy at a participating tax free shop.
Show your passport or other required document during the tax free purchase procedure. You pay the tax included price.
Keep the qualifying goods with you.
You need to be able to present the items if customs asks to inspect them. The departure confirmation must happen within 90 days of the purchase.
Do the tax free departure procedure before checking your baggage.
At the airport or seaport, present your passport at the tax free procedure terminal. If customs inspection is required, you will need the goods with you.
After confirmation, the refund is handled.
The tax free shop or a refund operator working for it returns the amount equivalent to the consumption tax. The exact refund method depends on the shop.
Do this before you hand over your checked bag.
This is probably the easiest part to get wrong.
Japan Tourism Agency says you need to have the tax free goods in your possession when you do the departure procedure. If you check the bag first, you cannot simply ask the airline to bring it back because you forgot the tax free step. 2
Tax free procedure first. Checked baggage after. Also give yourself time. If customs requires an inspection and you abandon it because your flight is boarding, the confirmation is not complete.
What purchases qualify?
From November 1, the basic traveler facing rules include the following. 2
Before tax, at the same shop on the same day.
Customs confirmation must be completed within 90 days of purchase.
The qualifying items must actually leave Japan with you.
But goods consumed in Japan cannot receive the departure confirmation.
Gold and platinum bullion, as well as items that are already exempt from consumption tax, are not eligible under this tax free shopping system. Purchases also need to be limited to quantities you can personally take out of Japan. 2
Green or red? The terminal decides what happens next.
After your passport is read at the departure terminal, the system can show one of two results. 2
No customs inspection is required. The confirmation step is complete.
Customs inspection is required. Take the goods to the designated inspection area.
At Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose and Naha, the Japan Tourism Agency says travelers can also use Visit Japan Web for the initial procedure in designated international departure areas with the dedicated wireless network. 2
One detail people will probably ask first: how do I get the money back?
There is no single refund method fixed by the consumption tax rules. The National Tax Agency says possible methods can include bank transfer, credit card payment, app based payment, or cash at the departure port after customs confirmation. The shop can also use an approved service provider to handle the refund. 1
When you make the purchase, check how that particular shop plans to return the refund. Do not build your airport plan around receiving cash unless the shop actually tells you that is its method.
One more detail is worth checking at the store: a refund service fee may be involved. The Japan Tourism Agency says the tax rules do not decide whether that fee is paid by the traveler or the shop, and the Japanese government itself does not charge a refund procedure fee. 4
A few questions worth knowing before you shop.
What if one item from the same receipt is missing?
Customs confirmation is handled by purchase transaction. If one qualifying item from that transaction is missing, the other items on that same purchase record cannot receive confirmation either. 2
What if I have a domestic flight before my international flight?
Do the tax free departure procedure at the airport where you actually leave Japan, not at the earlier domestic airport. 2
Can I eat or use consumable tax free purchases in Japan?
If the consumable item is no longer in your possession because you used or consumed it in Japan, it cannot receive the departure confirmation needed for the refund. 2
Do I still show my passport when buying?
Yes. The new system changes when the tax benefit is finalized, but the tax free purchase procedure at the shop still requires the relevant identity documentation. 2
Will every shop return the exact same amount in the same way?
Not necessarily. Refund methods vary by shop, and a refund service fee may also depend on the shop or provider arrangement. The government itself does not charge a refund procedure fee. 4
If you remember only three things...
From November 1, pay first. The tax free benefit comes back as a refund later.
Keep the goods accessible. Finish the departure procedure before checking your baggage.
Ask the shop how it refunds. The refund method is not identical everywhere.
